We have heard the petitioner who appears in person. 2.

Stating the data of road accidents in the State of Maharashtra from the year 2010 till April 2015 and the number of persons who died or got seriously injured, it is pleaded that on the assumption that 80% of the accidents involved transport vehicles; grievance is to Road Worthiness Certificate issued to transport vehicles by Regional Transport Offices. It is pleaded that the certificates are issued without proper inspection of the vehicles.

Prayer made is to make the State vicariously liable for all road accidents and compensate the victims. 4.

The assumption that all road accidents were on account of the vehicles plying on the road being not road worthy is misconceived. If the petitioner was serious in espousing the cause, he ought to have obtained information under the Right to Information Act concerning FIRs registered whenever a fatal accident took place. He ought to have obtained the information regarding the cause of the accident and in particular: whether the accident was the result of a mechanical failure of the motor vehicle. 5.

We find no merit in the Public Interest Petition which we dismiss in limine.
