Judgment is pronounced. The learned counsel appearing for the Petitioner seeks limited stay. We direct that if in terms of the judgment and order of this Court, the State Government exercises power of modification of the order under sub-section (1) of Section 20 of the ULC Act, the said modification shall not be given effect for a period of six weeks from the date on which copy of the said order is served to the Petitioner.
