The learned Counsel for the Petitioner submits that the application has been filed by the Petitioner for transfer of CL III licence standing in the name of her deceased husband in favour of the Petitioner. The said application is not decided by the Collector only on the ground that the objection has been raised by the Respondent nos.4 and 5.

In case the application of the Petitioner for transfer of CL III licence is not decided by the Respondent no.1 then
