The civil application was once dismissed and was restored by an order dated 18th September 2017. The applicants were required to take necessary steps and the order made it clear that in default the civil application would stand dismissed.

The civil application itself seeks that a delay of 1596 days be condoned. Without going into the merits of the matter, it is seen from the record that the civil application itself stands abated as 3rd November 2017

The civil application cannot survive. It is dismissed. No costs. 4.
In consequence, the civil revision application is also dismissed. No costs.
