The Notice issued to Respondent Nos.2 and 3 are received unserved with remark "M/s.Ray Construction Co. has left the premises since last 3 to 4 years and now in that place P.C.T.S. Co. has found". It is evident that Respondent Nos.2 and 3 cannot be served by regular mode of service. Hence, there is no other way to serve Respondent Nos.2 and 3 except by way of Publication of Notice in local Newspapers as mentioned in prayer clause of Civil Application.

In view of this, Civil Application is allowed in terms of prayer clause (b). Issue Publication Notice to Respondent Nos.2 and 3, returnable after 8 weeks.
