Learned counsel appearing for the respondent states that the petitioner has expired on 23rd April, 2017 and tenders a copy of the death certificate. None appeared for the petitioner when the matter was called on 21st July, 2017 and also today.

The Writ Petition No.4403 of 1999 is dismissed for default and also on the ground that the petition is abated. Rule is discharged. Interim relief if any, to stand vacated.
