1] The Petitioner has approached this court for implementation of the order dated 7th January 1997. The Petitioner has filed the Petition seeking said relief on 27th July 2015 i.e. almost after a period of more than 18 years.

2] There is not even a whisper with regard to the justification for approaching this Court at such a belated stage. 3] No doubt that, even a delayed Petition can be entertained by this Court. However, a person who has neglected his rights for 18 years, cannot be permitted to approach this Court belatedly, particularly when BGP.

there is not a whisper about the reason for not approaching this Court at earlier point of time. The Petition therefore stands rejected on this short ground.
