The Petitioner is seeking an appointment in the services of the Union Territory Administration of Dadra and Nagar Havel and Daman and Diu. As rightly pointed out by the learned counsel for the Respondent- the Petitioner will have to approach the Central Administrative Tribunal, which under the constitutional scheme is a court of first instance.
