The learned counsel for the applicant submitted that respondent nos. 1 to 3/original claimants and driver are served. The matter is dismissed against respondent no. 4/owner. He submitted that the delay of 92 days is caused as the appellant had to take opinion of the advocate as well as approval of the higher authorities. 3.
