DATED : 10th APRIL 2018 P.C :- The present petitioner has approached this Court, challenging the order of the Scrutiny Committee dated 5th October 2007. The only averment that could be found in paragraph no.15 is that, though the order had been passed on 5th October 2007 and though the petitioner came to know about the same on the same day, petitioner has approached this Court by blank number of delayed days. It is only said that delay may please be condoned. No doubt, that non-exercise of jurisdiction under Article 226 of the Constitution of India on the ground of delay and laches is a self imposed restraint. However, minimum that is Tilak
