This civil application seeks restoration of the writ petition which was pending for final hearing and which came to be dismissed for non-prosecution by an order dated 23.2.2017. Having perused the averments as made in the civil application, it is in the interest of justice that the civil application is allowed. The delay in filing the civil application has been satisfactorily explained. Accordingly, civil application is allowed in terms of prayer clauses (a) and (b).
