After hearing both sides, we are of the view that the writ petition can be disposed of with a direction to the Deputy Director of Land Records, who has now been able to trace out all files, to dispose of pending Appeal No. 55 of 2016 as expeditiously as possible and in any event by 31st March, 2018. No extension of time will be granted.

The petitioner as also the contesting respondents shall appear before the Deputy Director on 15th February, 2018 at 11.00 a.m. If the appeal is not disposed of by 31st March, 2018, the petitioner can move the Municipal Corporation concerned to have the stop-work notice withdrawn and that application shall be considered irrespective of the fact that this stop-work notice has been in force from 2016 onwards.

With the aforesaid directions, the writ petition is disposed of.
