By consent of parties, the impugned orders annexed at Exhibits "C" & "F" to the petition are set aside. The proceedings are restored before the respondent no.1.

The respondent no.1 shall pass a fresh order after hearing the petitioner as well as the respondent no.2 in accordance with law and without being influenced by the impugned orders passed which are annexed at Exhibits "C" and "F".

All the contentions of both the parties raised in this writ petition as well as before the authorities are kept open. 1/2

The respondent no.1 shall decide the complaint filed by the respondent no.2 expeditiously. It is made clear that if any adverse order is passed against the petitioner by the respondent no.1 upon remand, the same shall not be implemented for a period of four weeks from the date of communication of the order that may be passed by the respondent no.1 5.
The writ petition is disposed of in aforesaid terms. No order as to costs.
