Mr. Tripathi, learned counsel for the petitioners, at the outset, makes a statement that he is restricting this petition to the relief claimed under prayer clause (a).

Having considered the rival submissions and having gone through the petition, we are of the considered opinion that this petition can conveniently be disposed of by directing respondent No.2 to decide the petitioners' representation dated 23rd November, 2011, a copy of which is annexed at "Exhibit F", page 27 of the petition, as expeditiously as possible and, in any case, within a period of three months from today. Ordered accordingly.

It is made clear that we have not gone into the merits of the matter and respondent No.2 shall decide the said representation independently on its own merits. All rights and contentions of the respective parties are kept expressly open.
