This is an application for restoration of Writ Petition No. 3174 of 2011 which was dismissed in default on 15.7.2013.

For the reasons stated in the application as also as I am inclined to dispose of the main petition without issuing notice to the respondents, Civil Application is allowed in terms of prayer clause (a) with no order as to costs. Writ Petition No.3174 of 2011 is restored to its original position.
