We have heard Mr. Thorat, learned advocate for the petitioner and the learned AGP.

It is submitted that the validation proceedings are pending since the year 2017. The petitioner seeks permanency on the post of Technician. The learned advocate for the petitioner submits that the petitioner is not made permanent only because validity certificate is not yet submitted. It is not in the hands of the petitioner to get the validity certificate within stipulated time.

Considering that the validation proceedings are pending since the year 2017, we pass the following order: - (i) The petitioner shall appear before the Scrutiny Committee on 15th March 2023.

(ii) The Committee shall thereafter endeavour to decide the proceedings expeditiously on its own merits, preferably within four months from the date of appearance of the petitioner. Jvs.

9-WP.2546.2023 (iii) Depending upon the judgment/order delivered by the Scrutiny Committee on the validation proceedings, the employer of the petitioner may take further course of action with regard to the permanency or otherwise of the petitioner. 4.

The writ petition is disposed of. No costs.
