Heard learned counsel appearing for the Applicant. Perused the prayer clause (b) which is the only substantive prayer. The Applicant is not a party to this PIL. The Applicant is seeking a relief which is by way of writ of mandamus. Such a relief cannot be sought by the Applicant. Reliance is placed on various orders passed by this Court which are from pages 60 onwards. In none of the orders, the Division Bench has gone into the issue of maintainability of such Applications. Accordingly,

sng cai-102.16 we decline to entertain this Application and we dispose of this Application with liberty to the Applicant to file an appropriate Application in accordance with law.

This order will not preclude the Applicant from taking out an Application for intervention. 3.

Place rest of the Applications on 25th November 2016.
