1] The Petition is filed by the Petitioner, who is a public spirited citizen, after he noticed that the Rajeev Gandhi Worli Sea Link was misused by persons for committing suicides.
2] It was the contention of the Petitioner that necessary measures for security of the said Sea Link were not taken by the authorities. It was apprehended by the Petitioner that on account of the lack of necessary security measures, any untoward incident may take place.
3] However, it appears that pursuant to the various directions issued by this Court from time to time, now various security measures are
taken by the MSRDC as well as the Police Department. 4] It will be relevant to refer to part of true translated version of the letter issued by the Senior Police Inspector of Security, Mumbai to the learned Additional Government Pleader :- 01 Security Guards On Rajeev Gandhi Sea Link, in all 30 private Security guards i.e. 10 Security guards in three shifts have been appointed through MET Company by M.S.R.D.C. These Security guards are deployed on the bridge (Sea link) at fixed distance, at the place of probable accident spot Besides this, at Toll Plaza in all 03 Security guards i.e. 1 in each of three shifts are deployed by Maharashtra Security Force (MSF).
02 Motor Cycle Riders for patrolling In all 06 Security guards i.e. 02 in three shifts, have been deployed for patrolling on Rajeev Gandhi Sea link.
03 C.C.T.V. Cameras (Inall 80)
1) In all 49 C.C.T.V. have been installed for Surveillance on Bandra to Worli lane and Worli to Bandra lane on Rajeev Gandhi Sea link and all the said cameras are working (out of which 45 are P.T.Z type and 04 are of bullet fix type)
2) At toll plaza, in all 16 P.T.Z type Cameras have been installed and all are working.
3) Below the entire Rajeev Gandhi Sea link, inall 15 P.T.Z. type Cameras have been installed and the same are working.
04 Speed Cameras (In all -06) On the Southern and northern lane of Rajeev Gandhi Sea link, 03 speed cameras each have been installed and the same are working.
05 Police patrolling 1 motorcycle rider for day/night patrolling has been deployed on Rajeev Gandhi Sea link, by the Traffic Department.
06 Police Vigil 2 Police Officers for day/night vigilance have been deputed by Worli Police Station, near the entrance of Rajeev Gandhi Sea link at Worli Sea face.
5] It could thus be seen that the Respondents authority have now sufficient measures for ensuring safety of the Sea Link as well as the commuters using the said bridge. The Petitioner-in-person is also satisfied. He also agrees that after PIL was entertained by this Court, various measures are taken enhancing the security of the Sea Link as well as commuters using the said Sea Link.
6] We therefore dispose of the Petition with a direction to the Respondents authority that they shall scrupulously ensure that the security measures, which are brought on record hereinabove shall be implemented.
7] We place on record our appreciation to the Petitioner-inperson for bringing important issues to the notice of the Court, due to which certain directions could be issued and measures taken for ensuring safety of the Sea Link.
