Keeping in view the fact that now the tribunal is functional as the President has been appointed, we are inclined to dispose of

909.sxw this petition by directing the petitioner to approach the Tribunal before whom the petitioner's appeal is pending for grant of interim relief. Parties to appear before the tribunal on 26.10.2016. The tribunal on that date or immediately thereafter, within two weeks shall consider the petitioner's application for interim relief and pass appropriate orders on it in accordance with law. With the aforesaid directions, petition is disposed of. It is also directed to the tribunal to decide the appeal itself, as expeditiously as possible preferably within three months from the date of receipt of copy of this order. Both writ petitions stand disposed of.
