This matter was placed before us on two
2/4 WP-8022-2019 (sr.901) previous occasions and on 26th July, 2019 we requested the second respondent to depute a responsible official to remain present in this Court today.

Since this is a matter of a student seeking admission to the B.Sc. Agricultural Degree Course and bearing in mind the deadline, we posted the matter today.

The official of the second respondent is present in the Court with the original records. It is clear that the petitioners name has not appeared '
in the provisional list nor the rejection list displayed on the website of the second respondent simply because her admission form did not reach the second respondent in time. Apart from the fact that, this online application has not been submitted before the deadline, additionally, it is noticed
3/4 WP-8022-2019 (sr.901) that at page-13 of the paper-book against the Column-Preferences/Preferred Colleges, there is nothing inserted, meaning thereby the space next to this column is left blank.

The petitioner says that, this is a technical error but we are not able to condone everything that is not compliant with this Rule. 5.
Firstly, the Rule requires the Form to be completed and to be submitted online before the last date for submission of the admission forms. That is admittedly not done. Secondly, against the crucial and vital columns, no information is provided. The requirement is also mandatory because as informed today, there are 176 Agricultural Colleges across the State. There are about 54,000 aspirants. If the preferred colleges are indicated, then, it is easy to assist the
4/4 WP-8022-2019 (sr.901) student. In terms of the rank in the merit list, seats in such colleges can be provided to the applicants. In the event, the applicants are otherwise not eligible, such seats can be provided to other eligible students. In all these cases, our experience is, students prefer the best colleges. The meritorious students therefore opt for such colleges and based on merit they are able to secure admission therein. Thus, the scheme is devised to assist the students. Further, the common entrance test and common admission process ensures transparency and fairness. In such circumstances, purely on the ground of sympathy, we cannot direct the second respondent to accept a incomplete or defective form of the petitioner. The Writ Petition has no merits and is dismissed. No costs.
