Accordingly the petitioner is permitted to withdraw the present Writ Petition. The Writ Petition stands disposed of as withdrawn. No order as to costs.

Needless to state that the contentions of the parties are not dealt with and it is in the appropriate proceedings that the said contentions can be urged by the parties.
