The petitioner is objecting to the impugned order passed by the authorities directing cancellation of the fair price shop license issued, to the petitioner. It is recorded by the authority below in the order while directing the cancellation of license issued to the petitioner that the petitioner failed to produce records for inspection to the authorities under the pretext that the record has been stolen. It has also been noticed that the petitioner has shifted the shop from one place to another without prior permission of the authorities. There are certain complaints against the petitioner in the matter of distribution of food grains to the villagers. The authority has recorded in the order that the defence raised by the petitioner for his failure to produce record does not appear to be bonafide and that in order to cover up illegalities such defence is put up.

We do not deem it necessary to investigate into the factual aspects in exercise of extraordinary powers under Article 227 of the
