The grievance of the Petitioner is that the Petitioner is drawing lesser pay scale than his junior, other facts being same. 2.

The learned counsel for the College submits that the College has already submitted the proposal to the Joint Director of Higher Education. 3.

It is true that a senior could not get less pay scale than the junior all other conditions being equal.

4.

The proposal is already forwarded by the College to the Joint Director of Higher Education (page 120) and Joint Director of Higher Education shall take the decision on said proposal expeditiously, preferably within four months.
