P.C:- Heard the learned Counsel for the Petitioners. This Petition was partly heard on Friday i.e. 29th March, 2019. The Petitioners are holding licenses for the sale of stamps and stamp papers under the Maharashtra Stamp Act, 1958. The Petitioners are challenging the orders dated 14th October, 2014 and 26th November, 2014, by which, a permission was granted by the State Government to sale the stamps. Under the first impugned order dated 14th October, 2014, a permission was granted to grant temporary licenses to the recognized Associations of Advocates for sale of stamps and stamp papers in the S.R.JOSHI

precincts of the Courts. By the second impugned order dated 26th November, 2014, the State Government granted permission to grant temporary licenses to Indian Advocate Multi State Purpose Co-operative Society to sell the stamps in the precincts of the Court. We do not see how the Petitioners are affected by the grant of permission by the State Government to grant temporary licenses to the recognized Bar Associations or Multi Purpose Co-operative Societies of Advocates to sell the stamps and stamp papers in the premises of the Court.

The provision of grant of permission is under the Bombay Stamps Supply and Sale Rules, 1934. It is not the case that there is any prohibition/ bar under the said Rules to grant licenses to the recognized Association of Advocates or to the Multi Purpose Co-operative Societies formed by the Advocates.

If the Petitioners have any grievance regarding any breach committed by the Associations or the Societies in respect of the conditions on which licenses were granted to them, the Petitioners are free to invite the attention of the concerned authorities to the same and pray to cancel the licenses.

Subject to what is observed above, we decline to entertain this Petition and the same is disposed of.
