Perused records. It appears that notice issued through Bailiff to Respondent No.3 returned unserved with remark, "Respondent No.3 was not found at given address, premises found locked. After enquiring with neighbour, she reported that Respondent No.3 not residing at the given address since long back. Hence, notice posted on the door.

This is sufficient to allow the application regarding substitute service of Respondent No.3 by way of publication in daily newspapers viz.

'Free Press Journal' & 'Navashakti'.
