After this petition was heard for some time, learned counsel for the Petitioner fairly seeks leave to withdraw this petition with liberty to the Petitioner to file review petition praying for review of the order dated 27th February 2017 passed by the Coordinate Bench of this Court in Writ Petition No.3420 of 2002 along with Writ Petition No.6357 of 2007. Allowed to be withdrawn with liberty as prayed for. 2.

All contentions of the parties are expressly kept open including liberty to the Petitioner to file fresh proceedings as permissible in law.
