From the prayers of the writ petition itself it is evident that the petitioner is seeking a relief of approval to his appointment as full time Librarian from his initial date of appointment, namely, 24th June, 1996, and thereafter on permanent basis. However, this relief is claimed on filing a writ petition in this Court on 15th July, 2013.

(28)ASWP11056.13.doc Prior thereto, on 21st March, 1998, and 26th May, 2005, this relief was rejected by the competent authority. There is not a word, leave alone any explanation in the writ petition as to what the petitioner was doing when the relief was denied as far back as on 21st March, 1998 and the letter of 26th May, 2005, is but a reiteration of this earlier stand.

We are not obliged to entertain such petitions and which are bereft of any explanation on the enormous delay amounting to latches. It is evident that the University also holds this view and when it files an affidavit, it is stated that apart from being grossly time-barred the writ petitioner knew that on merits as well, the relief could not be granted to him as far back as on 21st March, 1998.

In the circumstances, we dismiss this writ petition. There will be no order as to costs.
