The Petitioner is seeking relief against the State of Maharashtra/ the Dairy Development Commissioner. 2.

The learned AGP points out that the petition is barred by delay and laches. Even otherwise, the Petitioner is seeking relief relatable to the services of the State Government. The Petitioner will have to approach the Maharashtra Administrative Tribunal, which is the Court of first instance as per the constitutional scheme. 3.

Keeping all contentions open including the delay and laches, we dispose of the petition.
