Rule is made absolute in terms of prayer clause (a). The impugned order passed by the Scrutiny Committee, copy of which is at Exhibit-U dated 8th August 2018 is quashed and set aside.

2/2 (502)WP-9065-18.doc A certificate of validity be issued to the petitioner for enabling the petitioner to secure admission against a reserved seat in the Walchand College of Engineering. The Certificate of Validity should be issued on or before 12.30 p.m. on 14th August 2018. Learned AGP shall communicate this order to the respondent nos.2 and 3 forthwith.

Let the authorities act on the basis of this order and the communication of the AGP and not await the certificate of validity in the event the same is not available or is not issued by the date and time prescribed by us.

We clarify that the grant of this relief is subject to any inquiry that may be made with regard to issuance of certificate of validity to the petitioner's father Anil Kumar Muddamwar.

There will be no order as to costs.
