We have heard Mr. Sale appearing for the petitioner. We see no reason to take a different view than the one taken by us in Writ Petition (L) No. 2728 of 2018 and Writ Petition (L) No. 2735 of 2018. It is sheer bad luck and most unfortunate because the petitioner did not obtain the certificate of validity before the deadline for taking admission to the undergraduate Health Science course under the State quota. It is only after the first two rounds that the petitioner obtained this certificate of validity from the competent Scrutiny Committee. Now, in the mop up round, a student like the petitioner can not be introduced in the J.V.Salunke,PA

502(ii)-WPST.23645.2018.doc process for that is restricted to the colleges and students, who were part of the earlier round, as is apparent from a reading of the rules contained in the Information Brochure. Hence, even this writ petition fails. Rule is discharged. There would be no order as to costs.
