We find that the presence of the Maharashtra State Human Rights Commission, through its Secretary, is necessary in the present proceedings. Accordingly, leave is granted to the Petitioners to implead the Maharashtra State Human Rights Commission through its Secretary as Respondent No.2 in the Writ Petition.
