For the reasons above, the following order is passed: 2.

The writ petition succeeds. We quash and set aside the order of the scrutiny committee dated 4th August, 2019. We direct that the certificate of validity be issued to the petitioner certifying her as belonging to Thakur, Scheduled Tribe.

Mr.Mendadkar says that the matter is urgent. It is extremely urgent because the petitioner has passed Diploma in Computer Engineering and she has filed an application on-line for J.V.SALUNKE,PS

601-WP.8738.2019.doc direct admission to the second year computer degree course before the third respondent-competent authority. The schedule of ongoing common admission process requires the petitioner to produce caste validity certificate up to 6.00 p.m. on 11th August, 2019.

In these circumstances, we direct that all concerned should act on an authenticated copy of this order. If the formal certificate of the scrutiny committee is not ready, the authorities must act on the copy of this order as it validates the claim of the petitioner as belonging to Thakur, Scheduled Tribe. 5.

The learned AGP to communicate this order to respondent no.3.
