Learned counsel appearing for the respondents waives service. I have heard the learned counsel appearing for the parties. By this civil application, the applicants seek to amend and insert additional substantial questions of law. 3.

Since the second appeal is not yet admitted, I am inclined to grant this amendment. It is made clear that this court has not expressed any views at this stage whether any of the grounds mentioned in the application for amendment are substantial questions of law or not.
