In the light of the earlier observations of the Court in Civil Writ Petition No.7929 of 2010 dated 22 November 2012, we dispose of the Writ Petition without expressing any opinion on the contentions raised by the petitioners, since we are of the view that

Liberty is reserved to the petitioners to approach the concerned authority.
