Petition was filed when the property of the petitioner was falling in Gram panchayat area. Challenge is to the circular with a contention that the form was prescribed in exercise of legislative power and hence, by executive feat, it could not have been amended. It is not in dispute that in the meanwhile, the area has become part and parcel of Municipal Corporation. With the result, challenge does not survive. Petition is accordingly disposed of.
