On 10th January, 2019, we had passed the following order on this Writ Petition :
"P.C. :
1.
The petitioner and the Advocate both are absent. The writ petition was filed by the petitioner in-person. Later on, an Advocate was assigned to him by the Maharashtra State Legal Services Authority.

An affidavit has been filed by the Joint Director of Technical Education. In that it is stated very clearly that the petitioner was explained as to how the fees have been charged. The waiver sought by him cannot be granted and for the reasons set out in this affidavit.
3.
At the request of the petitioner, this matter was placed on 31-2019. However, on that date this Court could not assemble. 4.
Now it is stated that the Panel Counsel is in personal difficulty. We place this matter on 16-1-2019 and in the event the Panel Counsel is absent on that day, we will pass orders in the absence of the petitioner or the Panel Counsel by accepting the affidavit in reply.

Nobody is present. Meaning thereby, the party inperson or the Panel Advocate. 3.
There is an affidavit-in-reply filed by the State. 4.
It is apparent from our order that this Writ Petition can be disposed of by accepting the statement made in this affidavit particularly when there is no contra material. There is no denial of any of the statements in this affidavit-in-reply nor is any dispute raised with regard thereto.

In the light of the above, the Writ Petition is disposed of in terms of the affidavit-in-reply filed by the State. 6.
There will be no order as to costs.
