It is an admitted position that the acquisition is of the year 1998 and the Award has been passed on 22.10.1999. The present Petition has been filed on 18.08.2018 challenging the Award dated 22.10.1999. There is gross delay and latches on the part of the Petitioner in approaching the Court.

In the circumstances, we are not inclined to exercise the extraordinary writ jurisdiction of this Court to entertain the Petition. The Petition is dismissed in limine.
