At the outset, Mr. Sabrad, the learned Counsel for the Petitioner makes a statement that during the pendency of this writ petition, representation filed by the Petitioner is rejected by Respondent No.3. He, therefore, seeks leave to withdraw the writ petition with liberty to file fresh one challenging the order passed by Respondent No. 3 rejecting his representation. Leave with liberty as prayed for is granted. Petition is allowed to be withdrawn and is dismissed as such.

It is made clear that this Court has not gone into merits of the matter. All points and contentions of the respective parties are kept open.
