The original communication addressed by the Respondent to the Registrar, Appellate Side, on 17 January 2020, and tendered through his advocate, is kept on record, marked "X" for identification. The impugned order dated 31 August 2018 is quashed and set aside and Complaint (ULP) No.71 of 2015 is dismissed as withdrawn. The writ petition is disposed of accordingly.
