The present petition is filed in 2014 alleging that respondent no.3, who was appointed in January 2004, did not have the requisite qualification. The petitioner has no connection or concern whatsoever with the department and is nowhere affected by the said appointment. Moreover, the question of accepting a case like a Public Interest Litigation in service matters does not arise.
