The petitioner and the advocate both are absent. On the earlier occasion, when the petition was heard for some time we had indicated to the petitioner's advocate that we will be passing final order. The petitioner's advocate agreed to that course and hence the matter was placed under the caption of passing orders. We would have heard him in the event he wanted to make any submission. But today neither the petitioner nor her advocate is present. Though the matter was argued and we would be justified dismissing it on merits as well, we do not think we should follow that course.
