The entire grievance of the petitioner seems to be with regard to alleged illegalities in the respondent - Co-operative Bank. Apparently the allegations are with regard to disbursement of loans clandestinely into the account of the person who is managing the affairs of the bank and so also some irregularities with regard to purchase of safe deposit lockers.

We have gone through the order dated 7th July 2016 which is in Marathi, so also translation of the same in English. What we notice from this order dated 7th July 2016 under Section ABS

PIL 18-2017 154 of the Maharashtra Co-operative Societies Act, 1960 is that there is some prima facie opinion with regard to irregularities alleged by the petitioner. We also note that a similar complaint was lodged before the Reserve Bank of India who made correspondence with the respondent Bank.

In the light of the allegations and the details referred to in the order dated 7th July 1916, we are of the opinion that the correct Authority, which can take a final call on the issues raised by the petitioner, is the Reserve Bank of India. Since the matter is already before the Reserve Bank of India, it is left open to them to take further course of action, if not yet taken. 4.
