Heard learned counsel for the Applicant. Perused the application for condonation of delay. The delay is of 181 days. The Applicant, which is a public body, has given cogent explanation as to how the appeal could not be filed in time. This reason is satisfactory. Accordingly, the civil application is allowed in terms of prayer clause (b).
