By this Petition, the Petitioner has sought execution of the order passed by the Hon'ble Minister. It must be clear to the Petitioner that the High Court in exercise of its extra-ordinary jurisdiction under Article 226 of the Constitution of India is not and cannot be treated as executing court.

The Petition stands summarily dismissed. No costs. 4.

However, liberty is granted to the Petitioner to file a fresh representation upon a fresh cause of action, on the basis of change circumstances seeking reconsideration of his transfer, without making any reference to the order passed by the Hon'ble Minister or anybody else is granted.
