Learned counsel for the Applicant submitted that the applicant's financial condition was poor and there was communication gap between his family, therefore, the Appeal could not be filed. The Appeal is filed through the Legal Services Authority of this Court. Some time lapsed in obtaining the relevant documents and, therefore, there is delay.
