We are inclined to dispose of the present writ petition as respondent nos.1 & 2, in spite of proposal for affiliation for Senior Arts and Commerce college, which is pending since 2012, have not taken any decision, though respondent no.3-University has accepted the proposal. This delay in our view, in such a matter, is unreasonable and caused unnecessary hardship and injustice to the petitioners. Therefore, we direct respondent nos.1 & 2 to take

KJ 2/2 wp2236.15-32 decision in accordance with law specifically when the proposal submitted by the petitioners forwarded by respondent no.3, as early as possible, preferably within 4 weeks. All points kept open. Rule made absolute accordingly. No costs.
