It is submitted that initially the proposal submitted for seeking approval for confirmation of petitioner was not considered as certain deficiencies were observed (page 24). It is submitted that thereafter the management in the year 2015 submitted fresh proposal. Thereafter, reminders were also given, but decision is not taken. Learned AGP appears for both the respondents. In case, the earlier proposal of the Petitioner was not rejected on merits and subsequently fresh proposal is given correcting the deficiencies (page 25 and 27) and if the same is pending, then the Education Officer shall take decision in accordance Talwalkar
