1] By order dated 7th February 2018 passed in Writ Petition No.11529 of 2013 and Writ Petition (St) No. 16775 of 2014, this Court had directed the Competent Authority to hear all the affected parties and pass a speaking order. This Court was pleased to quash the order dated 22nd April 2014 passed earlier by the Competent Authority. It is the grievance of the petitioner that inspite of issuance of the directions by this Court and constant persuasion, no decision has been taken.

2] In the circumstances, we direct the Competent Authority to take appropriate decision in the matter, as expeditiously as possible and preferably within three month from today, if no decision as yet has been taken.
