On hearing the learned counsel for the respective parties, we are inclined to dispose of the writ petition by directing Respondent No. 1 to decide the Petitioner's representation dated 8th December, 2015, on merits and in accordance with law, as expeditiously as possible, preferably within eight weeks from today. All points are kept open. It is made clear that while deciding the said representation, 1 / 2

WP. 11729-17 Respondent No. 1 will hear all the parties concerned, including Respondent No. 3 - CIDCO. As suggested, all the parties to appear before Respondent No. 1 on 15.11.2017 at 11.00 a. m. Respondent No. 1 to fix the matter for hearing accordingly, as directed. Writ petition is disposed of in the aforesaid terms with liberty. No order as to costs.
