The Petitioner claims to be running Pashan Shalas in various districts in the State of Maharashtra and receives Government aid to run the Pashan Shalas. In the year 2009 the Petitioner sought permission to start a new Pashan Shala and when the proposal was pending consideration, a policy decision was taken that henceforth the Government would establish Pashan Shalas and no aid would be provided to any new Pashan Shala. The grievance of the Petitioner is that on the assumption that the Petitioner would be granted aid to run Pashan Shala, the Petitioner undertook the activity to acquire land and construct building to establish new Pashan Shala and thus, the policy 1/2
(17) WP 10091-12 cannot be applied.

Suffice it to state that the principle of promissory estoppel would not apply. It is the matter of policy whether to continue with the existing scheme to give aid to private organizations to establish Pashan Shalas or establish Pashan Shalas directly by the Government. It is not a case where existing Pashan Shalas established by the Petitioner have been directed to be closed. The Petition is dismissed. [N. M. JAMDAR, J.] [CHIEF JUSTICE] 2/2
